Ban On Gifts From Lottery Firm Reinstated

State lottery officials reversed themselves Thursday and reinstated a
long-standing ban on political contributions by the games' operator, Gtech
Corp., and its lobbyists. The decision came a day after The Dallas Morning
News reported that the prohibition, which had been in force since the
start of the games 10 years ago, was quietly stricken from the agency's
new, nine-year contract with Gtech. Terms of the agreement had been
privately negotiated.

Spooking UT Students

UT President Larry Faulkner and Van Slyke were both unavailable for
comment, but UT spokesperson Rhonda Strange says UTPD hasn't done anything
illegal. "UTPD doesn't surreptitiously spy on students, but yes, on
occasion they do go in plain clothes to open student-group meetings to
gather information as part of their security responsibilities, and that's
pretty much situational," Strange says.

Pakistan On High Alert, Claims Indian Troops On The Move

Pakistan said on Wednesday that it had put its forces on high alert and
accused nuclear rival India of moving troops after several days of
cross-border clashes in Kashmir. "Now we have information wherein India
has moved some troops and relocated some air force assets," said
Major-General Rashid Qureshi, spokesman for President Pervez Musharraf.

Judges Uphold Right To Own A Gun

In a Texas case that had drawn intense national attention from supporters
and opponents of gun control, a federal appeals court in New Orleans ruled
Tuesday that the Constitution guarantees individuals a right to have
firearms.

Texas A&M Clarifies Policy On Displaying American Flag

Texas A&M students residing in residence halls on campus are free to
display American flags in or from their windows, provided they do so in a
safe manner, and university personnel are available to assist them, Vice
President for Student Affairs Malon Southerland announced Monday.

Southerland issued the clarification because of some misinterpretation of
earlier information that focused on the safety aspects of students
endangering themselves by leaning out upper-level windows to display
flags.

"We regret any misunderstanding created by our commitment to student
safety," he said.

"There is "zero prohibition" against displaying the American flag on the
Texas A&M campus," Southerland emphasized. "We encourage showing our pride
in America in that manner.

"In fact, we encourage showing pride in America in all forms, including
the unique and highly successful student-led effort to fill Kyle Field
with red, white and blue T-shirts on Sept. 22 in the wake of the terrorist
attacks in New York and Washington, D. C."

DMN: U.S. Should Not Abuse The Legal Process

Consider the case of the 698 people -- some, if not most, of them Arabic
-- who have been detained by the Justice Department during its
investigation into last month's terrorist attacks. Despite being locked
away for a week or longer in solitary confinement and having limited
access to legal counsel... none of the detainees has been charged with a
crime tied to the Sept. 11 attacks.
