ISSUES:

- unions -

Senate Bill 1539 would have enhanced police unions. Senators Fraser, Harris, Jackson, Shapiro and Sibley asked to be recorded as voting "Nay" on the passage of SB 1539. The bill did not pass both houses; it did not become Texas law.

- English -

House Bill 1275 requires that education plans for special education students be translated into the parents' native language. TEF believes the English language is central to maintaining America's unity as a melting pot for different languages and cultures, therefore we opposed this bill. Gov. Bush signed HB 1275 into law.

- CHIP -

Senate Bill 445 incorporates Texas' tobacco lawsuit settlement and federal Children's Health Insurance Program monies to further socialize Texas' health care delivery. Gov. Bush signed SB 445 into law.

- guns -

Senate Bill 717 disallows lawsuits against gun manufacturers. TEF supported this bill, and Gov. Bush signed it into law.

- environ -

Floor Amendment #3 would have forced businesses within two miles of schools to comply with radical environmentalism, even though sound science does not support the extremism. Senate Bill 766 did not become law.

- gamble -

Senate Bill 970 would have outlawed computer gambling machines (8-liners). This bill did not become law.

- judges -

Senate Joint Resolution 9 by Senator Duncan would have taken away Texans' right to vote for certain judges. SJR 9 did not become law.

- abuse -

Senator Ogden's amendment #2 to House Bill 3778 would have required the Department of Health to insure that recipients of appropriated funds comply with the requirement to report cases of abuse. (If a 21-year-old rapes a 16-year-old, that offense should be reported to the Texas Department of Health.) The amendment was removed by the House-Senate conference committee.

Amendment #3 by Senators Shapleigh and Luna would have enhanced Robin Hood funding schemes. The amendment failed.

- SBC -

House Bill 2202 encourages school-based health clinics. TEF opposes expansion of the public school mission from "education" to "medication." Gov. Bush signed HB 2202 into law.
